- There must be a single point of integrative responsibility for the delivery of technical, business and programmatic value for the project.
- Technical and programmatic management must be separated when the project reaches a certain level of complexity.
- Cost, Schedule, programmatic and technical performance measures must be combined into a single view of the performance of the project.
The organizational structure can vary, the units of measure of complexity can vary, the roles in #1 may be combined for smaller projects - but the principles must be in place and operational for all but the most trivial of IT projects.
