If we are not speaking in probability and statistics terms, we are most likely wrong about the data. When we hear about projects that are over budget, and late - was there a probabilistic estimate with a statistical confidence interval on that estimate? No? Then they are late and over budget before they started. Such projects CAN NOT be counted as members of the "failed" community. They had not credible estimates for success to start with. They were "non starters" for assessment purposes.
