While there is some conflicting ideas in the testimony, the concept of performance measurement using EV is starting to spread to domains outside DoD.
The ARRA (American Recovery and Reinvestment Act) requires reporting processes starts with the White Memo. Earned Value for capital projects is obvious. For service contracts its probablematic, since there is usually no clear measure of physical percent complete. For money flowing to "projects" some form of "done," progress toward done, and the units of measure meanigful to the stakeholder makes Earned Value a natural method for measuring progress to plan.
