There's always voices on the web and blog sphere saying that the effort for measurement is not paid back.
Here's two simple questions that need answers for any credible project management paradigm:
- What is the customer getting for the money being spent?
- If it was your money, would you spend it in the way you're spending the customers money?
That's it. All other project management processes can be derived from these questions. The Knowledge Areas of PMBOK, the DoD Earned Value Management processes described in ANSI-748B, the DoD IMP/IMS Preparation Guide all provide detailed gory guidance in an attempt to answer these questions.
Maybe these can be test questions for any proposed PM method or suggestion that old methods need to be replaced by new methods.
