How can we tell we are making progress to plan? By measuring the tangible evidence that we said was going to be produced from our work efforts.
But the tangible evidence must be produced on the day (or statistically close to the day) we said it was going to be produced, for the cost (or statistically close) to the cost we said is was going to cost, and have the performance needed to be the technical or operational parameters.
