Vision without action is a day dream. Acton without vision is a nightmare - Japanese Proverb
So when I here "emergent requirements," is the desired approach to software development, where is the system going? What is the vision to the resulting system? What will the system look like in terms meaningful to the stakeholders - the measures of effectiveness? In measures meaningful to the developers - measures of performance?
Is this emergent system a "junk yard dog?" and beautifully formed architectural structure, and collective of half formed ideas glued together as each idea "emerged" from the mind of the user?
