Agile software development has all the makings of this approach. All that is needed is the broader framework of defining the needed capabilities in terms of scenarios connected to business or mission outcomes, traceable to teechnical and operational requirements, then to the "packages of work" that implement these on fine grained periodic cycles, while moving toward the broad set of capabilities that are verified through the feedback of working products, all the time measuring cost and schedule performance.
