EVM is best used on any contract where cost and schedule management are important.

This is not only restating the obvious, it is an immutable principle of all successful projects, no matter the development method being used to produce the resulting product.
So if there is anyone on the planet left that doesn't believe EV is usefuul, answer the question how are you going to plan, manage, forecast, and control cost and schedule when spendinig someone elses money?
