- Call me when you find a customer who thinks it is cheaper to not plan and forecast the short, medium, and long term expected performance in exchange for a planned cost.
- How can I know how much money I am going to need to complete this project to deliver a known capability.
- Requirements may emerge but the management process of forecasting in the presence of uncertainty must deal with that.
- If capabilities are not stable, we’ll never know what done looks like before we run out of time and money.
- The measurement and tracking of the increasing maturity of the products of the program must be based in technical performance – not the passage of time and consumption of resources – DAG pg. 179 §4.14.
- Objectively asses accomplishments at the work performance level – ANSI 748-C pg. 1
- How do you objectively determine when your work if complete?
