Earned Value measures the production of tangible outcomes from work efforts on a project using Physical Percent Complete. This P%C is calculated used Quantifiable Backup Data shows what technical or operation goals must be met on a planned date in order to claim some Percent Complete. Measures of this physical percent are NOT how much money you spent or how much time you took to do the work.
They are only measured in unit of tangible technical progress to plan. This tangible technical progress is defined BEFORE the work starts. This progress goal is derived from the time phased Measures of Effectiveness and Measures of Performance goals of the project.
These MOE, MOP, KPP, and TPMs are defined below and their measures - in units meaningful to the decision makers - established before work starts, put on baseline and used to compare progress to plan (time phased) to produce that Physical Percent Complete in the Earned Value (BCWP) formula in the first chart.
