The creation of solutions that solve actual problems depends on a critical assessment of those solutions in the context of Principles, Processes, and Practices.When critics do their job properly, the exchange of ideas can take place in a meaningful manner.
Credible means being believed, worthy of belief or confidence
When there is an idea proposed in the absence of a Principle, the first response should be to question the conjecture - to challenge the idea - and ask for evidence that the idea is credible. When those proposing an idea object to being questions, it's a good indication the idea of that conjecture is weak, at best, and wrong at worst, and deserves to be criticized.
All non-de minimus projects are guided by policies, processes, practices, and systems applied by the people developing the outcome of the project.
When the project shows up late, over budget, and doesn't deliver the needed business capabilities, it's likely to have a de minimis impact on the business.
de minimus - too trivial or minor to merit consideration
Critical thinking is required to sort out ideas based on principles, tested in practice, using processes. This is a System 2 thinking process.

As such, it's unworthy of consideration of a management idea. But it seems to continue to continue in the minds of those unfamiliar with the principles of Microeconomics, Behavioral Economics, and Decision Making in the Presence of Uncertainty as a viable approach to spending other people's money. Except of course those conjecturing #Noestimating are not likely to be those accountable for reporting to the BOD what did you do with our money.
