When you read the paper, there are several things to come out in our current project management environment. Those conjecturing solutions to problems - symptoms actually - without understanding the root cause of the symptom are common. It's the phrase for someone with a hammer every problem looks like a nail.
When it is conjectured I have a solution ask first what's the problem you're trying to solve? Then ask have you found the root cause of the observed problem? Followed by have you confirmed that your solution will, in fact, prevent or correct the Root Cause? Any answers other than Yes means they're trying to sell you something.
