When we have NO plans, NO defined Capabilities, NO Measures of Need Effectiveness or Performance, NO steering target, NO estimates of the effort, duration, and cost to reach that target, NO feedback needed to take corrective or preventive actions to Stay the Course, we're going to pretty much end up somewhere. But is that somewhere, the where we needed to be in exchange for that cost and schedule and the needed capabilities the customer has paid for?
