The unicorn is a magical creature with a fantastically perverted history. The myth of the Unicorn started with the Roman naturalist Pliny the Elder. Pliny wasn’t the most credible of writers (this was long before the Columbia School of Journalism). He crammed his encyclopedia with any account of unicorns he came across.
The notion of Unicorns, in our domain (complex software-intensive system of systems), is used when someone suggests some idea and the response is
Great idea and it would be useful if Unicorns existed.
This notion is what I think of when I hear we can make decisions in the presence of uncertainty without the need to estimate the outcomes of those decisions.
