The foundation of all project success starts with a Capabilities‒Based Plan.
What Capabilities does the project need to produce to accomplish the Mission or Fulfill the business strategy for those paying for the work?
Without knowing that, along with the Measures of Effectiveness and Measures of Performance, the probability of project success is low.
With those measures, the Five Immutable Principles of Project Success in the form of questions need to be answered, along with the method used to make informed decisions to keep the project GREEN.
The foundation of each column:
- Integrated Master Plan (IMP) or Product Road Map (PRM) ‒ says what increasing maturity of the project’s capabilities must happen at the planned times?
- Integrated Master Schedule (IMS) or Release Plan (RP) ‒ what is the order of the work or the order of the Features that implement the Capabilities?
- Resource Plan (Res Plan) – what resources are needed at what times in the project?
- Risk Management Plan (RMP) ‒ what uncertainties create risk and what’s the handling plan for each risk?
- Technical Performance Measures (TPM) ‒ what performance measures are needed for each Capability at what time, and what are the Quantifiable Backup Data (QBD) for each performance measure?
- Project Management Plan (PMP) ‒ with the end to end project management plan for the project management processes ‒ either agile or traditional.
