You can't run a credible business or your own household without knowing your basis of cost and the cost demand in the future.
In the presence of reducible and irreducible uncertainties, that cost basis and the value produced or acquired by the expenditure of funds (not budget) requires estimating the future needed funding and value produced by that funding.
To say otherwise means you are operating open-loop and an open-loop control system has a strong tendency to crash and burn.
